In Andean cultures, the condor is believed to rule the upper world of the skies and heavens, and birds in general are considered to be the creatures closest to the gods. I do not presume to fully understand Andean cultures, but I can grasp why the one animal able to soar above the Cordillera would be considered divine, much like many of the natural wonders that only they can see from above.
